Reports to the Faculty Dean

 

DUTIES AND RESPONSIBILITIES OF THE HEAD OF DEPARTMENT

  • Performs the duties assigned within the framework of the Higher Education Law No. 2547 and the Civil Servants Law No. 657.
  • Ensures that all educational, instructional, research, and other departmental activities at every level are carried out in a regular, effective, and efficient manner.
  • Ensures compliance with the Undergraduate Education and Examination Regulations and related directives.
  • In line with the relevant legislation and the goals and principles determined by the university’s senior management, ensures that all educational, instructional, research, and departmental activities are conducted regularly, effectively, and efficiently in coordination with the Dean’s Office, in accordance with the Faculty’s vision and mission.
  • Ensures the proper functioning of departmental secretariat services.
  • Submits to the Dean, at the end of each academic year, a report explaining the department’s educational and research activities of the past year and the work plan for the following year.
  • Ensures cooperation and harmony among faculty members within the department.
  • Ensures the preparation and continuity of scientific research and projects within the department.
  • Closely follows and addresses the educational and instructional problems of departmental students.
  • Takes measures to enhance the department’s scientific research and publication capacity, encourages faculty members to participate in national and international activities, and provides support to them.
  • Attends Faculty Board meetings.
  • Convenes and chairs Department Board meetings.
  • At the beginning of each academic term, requests that meetings be held by the Departments/Divisions to assign courses in accordance with the education plan.
  • Chairs the Department Board meetings at the beginning of each academic term in which faculty members are assigned to courses based on their areas of expertise.
  • At the beginning of each academic term, resolves student petitions related to course registration and add–drop periods.
  • Plans the orientation program to be implemented for newly admitted students at the beginning of each academic term.
  • Takes necessary measures to ensure that courses are conducted efficiently and without disruption throughout the academic term.
  • Resolves students’ petitions related to education and instruction during each academic term and submits required correspondence to the Dean’s Office.
  • Resolves petitions submitted by faculty members regarding educational and instructional matters and forwards necessary documents to the Dean’s Office.
  • Resolves petitions submitted by faculty members regarding make-up classes and submits them to the Dean’s Office.
  • Signs leave requests of faculty members and notifies the Dean’s Office.
  • Submits faculty members’ applications and files for extension of appointment terms to the Dean’s Office; requests opinions from the relevant Departments/Divisions and submits the department’s opinion to the Dean’s Office regarding term extensions, appointments, and academic promotions.
  • Provides opinions on official correspondence requested by the Dean’s Office.
  • Submits to the Dean’s Office the department’s opinion on student quota numbers for the next academic year.
  • Finalizes course equivalencies and grade conversions for students participating in the Farabi Exchange Program based on the Department Board’s decision and submits them to the Dean’s Office.
  • Finalizes course equivalencies and grade conversions for students participating in the Erasmus Exchange Program based on the Department Board’s decision and submits them to the Dean’s Office.
  • Finalizes petitions, course equivalencies, and grade conversions of students requesting special student status based on the Department Board’s decision and submits them to the Dean’s Office.
  • Ensures the selection of academic advisors and coordinates advisory services.
  • Ensures the preparation and updating of the department’s website content.
  • Evaluates the status of students with medical reports or leave of absence.
  • Addresses the issues of students with disabilities and international students.
  • Determines lateral transfer quotas and submits them to the Dean’s Office.
  • Ensures the preparation of course distribution charts (comprehensive lists) and timesheets used in calculating faculty teaching fees, signs them, and submits them for approval.
  • Ensures that faculty members assigned to the department fully perform their duties.
  • Ensures that elections required within the department are held and concluded in a timely manner and that Departments/Divisions appropriate to the department’s educational field are established.
  • Prepares the department’s educational and instructional activities and performance criteria.
  • Cooperates with institutions and individuals who are stakeholders of the department to improve educational, instructional, and research activities.
  • Ensures that course curricula are compatible with those of other universities and international institutions and are kept up to date.
  • Ensures that course schedules and teaching assignments are carried out fairly, objectively, and in balance with faculty members’ fields of expertise.
  • Monitors students’ academic performance and achievement.
  • Ensures the implementation of quality improvement activities.
  • Chairs the review process of Academic Incentive Allowance files.
  • Monitors the performance of academic staff and, when necessary, reports the results to the Dean’s Office.
  • Plans to ensure that the department’s academic staff structure is adequate.
  • Supervises the protection and safekeeping of documents, movable and immovable properties related to assigned duties.
  • Performs assigned duties in a timely and complete manner, ensuring efficiency in workforce, time, and material usage.
  • Takes necessary precautions to protect office equipment and fixtures under personal responsibility against damage; ensures that all tools, equipment, and materials are used properly and economically.
  • Heads of departments in faculties also serve as heads of institute departments. Institute department heads are obliged to perform, in terms of the institute, the duties assigned to department heads in faculties.
  • Performs tasks related to the field of duty assigned by superiors.
  • When necessary, submits requests for revisions or the creation of new documents related to ISO 9001:2015 procedures (including instructions and forms) relevant to the unit and ensures that these documents remain up to date.
  • Carries out all activities in accordance with job descriptions and ISO 9001:2015 Quality Assurance System procedures, ensures that all personnel within the unit adhere to the same principles, and supervises their implementation.
